📰 Ohio Inches Closer to Recreational Cannabis Sales Amid Legislative Hurdles

In Willoughby, Ohio, right next door, a unique search is underway for a missing member of the community—not a person, but a peacock, known for its dazzling feathers and majestic appearance. This peacock isn't just any bird; it's a beloved pet to a local family, cherished not only for its beauty but also for the joy it brings to their lives, especially the grandchildren who delight in its presence.

The story began weeks ago on Bell Road, where a family's backyard pen, home to four peacocks, was left inadvertently open. This mishap allowed the birds to escape, sparking a local search. Quickly, two of the escapees were found in a neighbor's yard, but tragedy struck when a third was hit by a vehicle. The fourth peacock remains missing, with the community and the Willoughby Police Department joining forces in the hope of a safe return.

Detective Lieutenant John Begovic of the Willoughby Police Department, with over three decades of law enforcement experience, expressed his astonishment at the situation, noting the rarity of a peacock search in his career. The loss has deeply affected the family, who have raised the peacocks for about two years, creating a sanctuary that includes chickens, roosters, and formerly pheasants, with the peacocks as their pride.

The police have made efforts to assist, including returning the deceased bird to the family for a proper farewell and issuing calls to locate the last missing peacock. Neighbors, like Dave LaVigna, have also expressed their willingness to help, keeping an eye out for the colorful bird.

The incident has sparked a reminder of the care needed when encountering such an exotic pet: maintaining distance, refraining from feeding or attempting to catch it, and contacting authorities if sighted. The community's collective effort underscores the bond between humans and their animal companions, no matter how unusual, and the lengths to which they will go to ensure their safety and well-being.

📰 Mentor's Conservation Plan Stirs Debate Over Economic Impact in Painesville

The Mentor City Council is set to propose Ordinance No.26-O-014 in February 2024, aiming to conserve a substantial 215-acre tract of land within the Painesville City limits, acquired by the City of Mentor in 2020. This land, obtained through a settlement with Shamrock Business Center Ltd. in lieu of an $800,000 turn lane project on Diamond Centre Drive, lies at the heart of a contentious debate over its future impact on economic development and the SR 44/Jackson Street Interchange project in Painesville.

The decision to keep this land vacant and inaccessible to the public has sparked concerns, particularly regarding its potential effects on economic growth and job opportunities in the Painesville area and the Riverside School District. Critics argue that the land, surrounded by industrial and retail zones and assessed by the U.S. Army Corps of Engineers as of low environmental quality, is not suitable for conservation. Furthermore, the financial implications of this proposal are significant, with the Riverside School District standing to lose around $50,000 annually in tax revenue. Conversely, development of the site could bolster both the city's income tax revenue and the school district's property tax income.

The City of Mentor's request for a tax exemption for the property, which was approved by the State of Ohio, has led to an appeal by the Riverside School District, with a hearing scheduled for May 2024. This situation underscores the complex interplay between environmental conservation efforts, economic development priorities, and the fiscal health of local educational institutions.

A proposed solution by the City of Painesville involves establishing a Joint Economic Development District (JEDD) with Mentor for the disputed land, potentially generating an estimated $4.7 million in income tax for Mentor over 20 years, in addition to profits from selling the property. Under this JEDD, Painesville would manage all infrastructure and services, offering a pathway to reconcile the competing interests of conservation, economic development, and fiscal responsibility.
